About this file

This document is a Seller Standard Operating Procedure (SOP) Checklist for Small Purchases issued by the City of Philadelphia Procurement Department through the PHLContracts platform. The checklist provides step-by-step guidance for vendors submitting quotes for a charging blocks/surge protector micro purchase with a contract period of July 1, 2026 through June 30, 2027. The micro purchase will be awarded as a whole or by line item, whichever serves the City's best interest, to the lowest responsive and responsible bidder. Sellers must quote all items to be eligible for award and should not deliver products or provide services until receiving notification from the department.

The checklist outlines twelve required steps for quote submission, including verifying seller role status, answering the Local Business Entity (LBE) certification question (though the LBE Program does not apply to small purchases), entering unit costs for each item, answering all mandatory questions, accepting terms and conditions, and submitting required attachments. Critical requirements include providing an executed Consent & Authorization form in the vendor profile or attaching one with the quote submission, as no quote will be considered without this document on file. Vendors may optionally attach an LGBTQ Applicant Opportunity Data Form and any documents related to their quote. Sellers must complete all tabs, address any red validation warnings, and submit their quote through the PHLContracts.phila.gov platform.
