About this opportunity

The State of New Mexico General Services Department Purchasing Division, on behalf of the New Mexico National Hispanic Cultural Center (NHCC), is issuing an Invitation to Bid (ITB) for a Price Agreement to procure comprehensive chair reupholstering services across three auditorium venues. The scope of work encompasses the complete reupholstery of 837 fixed theater seats distributed across the Journal Auditorium (476 seats), the Bank of America Auditorium (276 seats), and the Wells Fargo Auditorium (85 seats), along with 129 movable non-stackable seat and back cushions. All reupholstering must utilize Absecon Mills fabric in the Rhumba pattern, Texas Tea color, with work including replacement of molded seat foam pads with chaffing barriers, seat covers in multiple sizes (19", 20", 21", 22"), return springs, and bumper assemblies for both Irwin Seating and American Seating Company chairs. Bidders must submit unit prices for ten line items encompassing labor and materials for each auditorium location on a firm, fixed-price basis with all shipping costs included, and pricing shall remain fixed for the first year with subsequent annual adjustments limited to 10 percent increases supported by documentation of demonstrable market changes. Sealed bids must be submitted electronically through eProNM by March 17, 2026, at 2:00 p.m. Mountain Time, with formal bid opening occurring online via Microsoft Teams immediately following the deadline. The contract term is one year from the date of award with three optional one-year renewal periods available by mutual agreement, not to exceed four years total. The procurement specialist is Gerry Escobedo at 505-470-7534 or Gerardo.Escobedo@gsd.nm.gov.

Bidders are subject to New Mexico and Native American Resident Preference requirements if applicable, and must submit a valid, signed W-9 Form with their bid submission. No specific set-asides for disadvantaged enterprises are identified in the solicitation documents, and no incumbent vendors or current contractors are listed. The state reserves the right to determine the lowest bidder following product acceptability determinations and may award in total, by groups of items, by individual items, or in any combination thereof. All bidders must comply with Federal Civil Rights Act, Title VII, and Americans with Disabilities Act requirements, as well as New Mexico workers' compensation regulations. If the contractor grows to six or more employees working an average of at least 20 hours per week, health insurance must be provided to New Mexico employees if the expected annual contract value exceeds $250,000. While no specific budget range is provided in the solicitation documents, the estimated quantities (837 seats, 3,008 replacement springs and bumper assemblies, and 129 movable cushions) suggest a substantial contract value.
