About this opportunity

The Florida Department of Financial Services, Office of Financial Regulation intends to enter into a single-source agreement with Chainalysis Government Solutions, LLC for Chainalysis Reactor blockchain data platform software licenses and support, with prospective vendors invited to submit information demonstrating equivalent or superior capabilities by October 30, 2026 at 11:00 a.m. Eastern Time. This is a sole-source procurement under Florida Statute 120.57(3), contingent on the Department's written determination that services are available only from the single source.

The scope is software maintenance and support for Chainalysis Reactor, a blockchain intelligence tool designed to trace cryptocurrency movements and support law enforcement investigations. The contract term runs three years from February 1, 2027 through January 31, 2030.

The estimated total contract value is $230,485.46: Year 1 at $74,569.04, Year 2 at $76,806.12, and Year 3 at $79,110.30. The intended single-source vendor is Chainalysis Government Solutions, LLC, a wholly owned subsidiary of Chainalysis Inc., selected based on industry-standard status in cryptocurrency tracing, Daubert-certified data quality, comprehensive blockchain coverage, superior response time, and investigator-sharing capabilities unavailable from evaluated alternatives including TRM Labs and Elliptic. The Bureau of Financial Investigation within the Office of Financial Regulation is the using customer. The single-source justification was approved by representatives from purchasing, investigative, legal, and information technology functions. If the Department determines in writing that services are available only from the single source, formal notice of the intended decision will be posted on the Vendor Bid System pursuant to Florida Statute 120.57(3).
