About this file
This is a Description of Intended Single Source Purchase (PUR 7776) filed by the Florida Department of Financial Services, Office of Financial Regulation. The document outlines the agency's intent to procure Chainalysis Reactor, a blockchain data platform and intelligence tool designed to trace cryptocurrency movements and support law enforcement investigations. The Office of Financial Regulation's Bureau of Financial Investigation requires software maintenance and support services for a three-year term running from February 1, 2027, through January 31, 2030. Prospective vendors were invited to submit information demonstrating their ability to provide equivalent or superior services by October 30, 2026, at 11:00 A.M. Eastern Time, with the posting period beginning October 8, 2026.
The estimated total contract value is $230,485.46, distributed across three years with Year 1 pricing at $74,569.04, Year 2 at $76,806.12, and Year 3 at $79,110.30. Chainalysis Government Solutions, LLC, a wholly owned subsidiary of Chainalysis Inc., is identified as the intended single source based on the platform's industry-standard status in cryptocurrency tracing and its unique capabilities including Daubert-certified data quality, comprehensive blockchain coverage, and investigative tools unavailable from competitors. The agency evaluated alternative providers including TRM Labs and Elliptic but determined that Chainalysis best satisfied operational requirements through superior response time and investigator-sharing capabilities. The single source justification was approved by Rebecca D. Hale, Alex Toledo, Ryann White, and Scott Stewart representing purchasing, investigative, legal, and information technology functions respectively.
