Asbestos work includes sampling (up to 150 PLM samples for residential structures up to 3,500 square feet; up to 250 PLM samples for commercial/multi-family structures up to 10,000 square feet) and lead testing (up to 500 XRF samples for residential; up to 1,200 XRF samples for commercial/multi-family). Estimated quantities include 9 asbestos residential reports, 10 commercial reports, 5 additional commercial reports, 10 lead residential reports, 5 additional lead reports, and 10 point-counting samples. Services are provided business hours Monday through Friday, 8:00 a.m. to 5:00 p.m.
Bidders must hold current certifications as Certified Asbestos Consultants (CAC), Certified Site Surveillance Technicians (CSST), and Certified Lead Inspectors/Assessors. All laboratory work must be certified under both California's Environmental Laboratory Accreditation Program (ELAP) and the National Voluntary Laboratory Accreditation Program (NVLAP). Bidders must possess valid Department of Industrial Relations registration at the time of submittal and throughout the term.
The estimated contract value exceeds $5,000 but is less than $250,000; prevailing wages apply if total bids exceed $15,000. The agreement term runs September 1, 2026 through August 31, 2029. Only the two lowest responsive, responsible bidders meeting all specifications will receive awards. Written questions are due June 11, 2026 at 2:00 p.m. The anticipated award date is June 26, 2026.
