About this opportunity

The City of Newark, New Jersey is soliciting bids for Certified Pool Operators (Bid #2025-39) to manage four municipal outdoor pools during the 2025 summer season: Bo Porter Pool, Boylan Pool, Hayes West Pool, and Rotunda Pool. The contract requires pool operators to perform comprehensive pool maintenance, including chemical management, water testing, pH level monitoring, and filtration system oversight. Qualified bidders must possess valid Certified Pool Operator Certification and provide 6-day weekly coverage from Monday, May 19, 2025, through Monday, September 8, 2025, with specific daily hours: Monday-Friday 9am-9pm, Saturday 7am-7pm, and holiday hours on Juneteenth, Independence Day, and Labor Day. Bidders are required to submit electronic bids through the City's e-Procurement Portal by 10:15 am on Thursday, May 8, 2025, with strict adherence to submission guidelines. The procurement process mandates that contractors complete on-site pool visits, maintain daily operational logs, and communicate effectively with the Department of Recreation, Cultural Affairs & Senior Services and Department of Public Works regarding any operational issues or maintenance concerns.

The contract opportunity includes several set-aside requirements and compliance mandates, with vendors required to complete extensive documentation demonstrating legal and ethical standards. Bidders must submit multiple compliance forms, including Mandatory Equal Employment Opportunity Language, Americans with Disabilities Act compliance, Ownership Disclosure, and a Political Contribution Disclosure Form. Additional requirements include completing an "Disclosure of Investment Activities in Iran" form and a current W-9 tax form. While specific budget ranges are not explicitly stated, the bid requires vendors to quote a weekly rate for pool operator services across two contract years. The procurement process emphasizes non-discrimination policies, with potential vendors needing to demonstrate commitments against doing business with entities connected to sweatshops, the Republic of Sudan, and Iran. Vendors must also provide comprehensive background information, including business history, references, employee count, and potential criminal convictions, with clear warnings that incomplete or false information could result in contract disqualification.
