About this opportunity
The City of Gallup, New Mexico (Invitation to Bid 2618) is soliciting proposals from qualified and certified mobile diesel mechanic service providers to deliver on-site preventive maintenance, diagnostics, and repair services for the Electric Department's fleet of diesel-powered utility vehicles and equipment. The scope of work encompasses preventive maintenance at 250-hour, 500-hour, and 750-hour service intervals; diagnostic and repair services; and on-site troubleshooting at City facilities or designated job sites within the service area, with equipment including bucket trucks, digger derricks, service trucks, generators, and other heavy-duty machinery. Prospective contractors must hold minimum qualifications including ASE, OEM, or State diesel technician certifications; full New Mexico licensure; comprehensive insurance coverage with Worker's Compensation (statutory), General Liability ($1,000,000 each occurrence/$1,000,000 annual aggregate), and Automobile Liability ($1,000,000 each person/$1,000,000 each accident); and mobile service units equipped with appropriate diagnostic software and tools. Proposers must submit transparent pricing structures including standard labor rates, emergency/after-hours rates, service call fees, mileage rates, shop supplies fees, and parts pricing with percentage markups, all clearly itemized and documented. The question submission deadline is May 1, 2026 at 5:00 p.m., with proposal submissions required by May 12, 2026 at 2:00 p.m. through the City's OpenGov eProcurement Portal. Award will be made to the lowest responsible bidder submitting a responsive bid most advantageous to the City, with contractor selection anticipated approximately two weeks after City Council approval.
New Mexico Resident Contractor or Resident Veteran Contractor certifications are eligible for preference consideration and must be submitted with the bid; however, no specific set-aside designations for disadvantaged enterprises are noted in the procurement documents. The contract will be structured as an indefinite quantity agreement effective upon acceptance and automatically renewing for three additional one-year periods unless terminated earlier, with provisions for termination by either party with fifteen days' written notice for breach or thirty days' written notice for termination without cause. All pricing must be exclusive of taxes and quoted F.O.B. Destination with freight prepaid and included in prices. The contract includes safety-related provisions requiring deficiencies to be corrected within twenty-four hours, and the City retains the right to audit billings both before and after payment. No specific budget range or award value is disclosed in the procurement documents. The City reserves the right to multi-award if necessary to ensure adequate service delivery across its utility operations.
