About this opportunity
ChildCareGroup (CCG) is requesting quotes for Certified CLASS Observers to conduct classroom assessments across early childhood programs in Texas, with responses due July 23, 2026 at 5:00 p.m. Central Time and questions due July 14, 2026.
The scope covers 27 Head Start classrooms located across 14 early childhood campuses in Dallas, Garland, Mesquite, Duncanville, DeSoto, and Corsicana, Texas, with potential expansion to community-based early learning programs in the Texas Rising Star program spanning additional counties (Dallas, Bosque, Falls, Freestone, Hill, Limestone, McLennan, Jefferson, Orange, and Hardin). Contractors must administer the Classroom Assessment Scoring System (CLASS), an observation instrument evaluating teacher-child interactions across Emotional Support, Classroom Organization, and Instructional Support domains. Observations occur during fall and spring semesters with flexible scheduling. Prospective contractors must submit a service delivery plan, resume with professional certifications, three professional references, and a proposed all-inclusive hourly rate including travel costs. Pricing must be submitted as an all-inclusive hourly rate with no additional charges permitted; rates remain firm for the initial contract term. Monthly invoices detailing hours worked are required, with payment due within 30 days.
The contract term is one year with four one-year renewal options. CCG reserves the right to modify contract quantities, terminate for convenience with 30 days' notice, terminate for default upon failure to meet specifications, and request price adjustments only at renewal periods subject to CCG approval. Multiple contractors may be engaged to ensure timely service delivery. CCG is tax-exempt and will not pay federal excise, transportation, or state and local sales taxes.
Evaluation criteria are ability to provide requested services (25 percent), credentials (25 percent), timeline for execution (20 percent), and price (30 percent). Responses should be submitted electronically to procurement@ccgroup.org.
