About this opportunity
The Oregon Department of Transportation is soliciting proposals for Certification User Group training, planning, and facilitation services supporting its Local Agency Certification Program, with questions due November 10, 2026 at 2:00 PM and proposals due November 16, 2026 at 2:00 PM through OregonBuys. The solicitation carries no set-aside or preference restriction.
Scope covers developing and delivering annual Certification User Group meetings, trainings, and workshops; facilitating the steering committee and three subcommittees (Standards, Process Improvement & Training, and Project Funding & Obligations); supporting certification training content and materials; and developing an annual Certification User Group Transition Plan. Work is structured as a single service order contract with an initial one-year term and options to extend as the agency determines. Task 1 covers workshop preparation and closeout, including an annual meeting, a summer workshop, and two smaller training or stakeholder workshops per year. Task 2 covers four steering committee meetings and ten subcommittee support sessions annually, plus about 35 hours of ad-hoc stakeholder support. The state's labor-rate cost form requires hours and rates for four personnel levels: consultant project manager, event planner, team facilitator, and administrative staff.
Compensation is time-and-materials, billed at fully loaded hourly rates that include labor, profit, and overhead, plus approved direct non-labor costs such as travel billed without markup. The agency reserves the right to modify the statement of work and negotiate final pricing with the successful proposer. No contract value is stated in the source.
Proposals require a cover letter, a three-page narrative on approach and qualifications, one-page resumes for key persons and subcontractors, a one-page description of up to two prior projects for Oregon agencies, key personnel references on Exhibit A, and the completed Exhibit C cost worksheet in Microsoft Excel format.
Evaluation is best value, weighted as follows: demonstrated skill, experience, and knowledge (20 points); proposed approach (20 points); availability (20 points); resource capacity (20 points); and proposed cost (15 points for lowest, 10 for second lowest, 5 for third lowest, 0 for all others). The agency anticipates interviewing the top three scoring contractors on December 16, 2026, from 1:30 PM to 5:00 PM. The procurement contact is Steve Hanson, ODOT Procurement Office, at Steven.D.Hanson@odot.oregon.gov or 971.382.2939.
