About this opportunity

The Town of Dartmouth, Massachusetts is requesting proposals for certification and revaluation of all real estate values for Fiscal Year 2027 under Massachusetts General Laws Chapter 59, with sealed proposals due August 27, 2026 at 10:00 a.m. at the Assessor's Office, Town Hall, 400 Slocum Road, Dartmouth, MA 02747.

Proposers must have successfully completed Massachusetts Department of Revenue-approved recertification projects within the past five years in municipalities using Vision Appraisal Software. The vendor must demonstrate minimum experience levels: a Project Director with specified Massachusetts mass appraisal experience, a Field Review Appraiser, and a Commercial/Industrial Appraiser. This staffing and software requirement filters the qualified vendor pool.

The scope includes valuation of all taxable and exempt real property as of January 1, 2026; establishing new land tables for all property classes; conducting sales verification for properties sold between January 1, 2024 and December 31, 2025; performing valuation testing using cost and sales comparison approaches for residential properties and cost, income, and sales approaches for commercial and industrial properties; and completing preliminary and final certification by the Massachusetts Department of Revenue. Vendors must submit separate cost estimates for Fiscal Year 2027 Recertification Update, Public Information Program, Sales Analysis and Verification, Valuation Testing, and Valuation on the Price Proposal Form.

Pricing must be firm and all-inclusive with no escalation clauses permitted. Payment is made monthly based on work completion and Board of Assessors approval, with 90 percent paid upon approval and 10 percent paid within 60 days following satisfactory completion; the Board may retain an additional 40 percent if work is unsatisfactory. The contract becomes effective upon execution and continues until services are completed and approved. Evaluation criteria include vendor experience with revaluation programs, staff qualifications, adequacy of resources, proposal completeness, and price. Proposers must submit four copies of the technical proposal in one sealed envelope and one copy of the price proposal in a separate sealed envelope. The Town reserves the right to reject any or all proposals.
