About this opportunity

The City of Philadelphia's Office of Community Empowerment and Opportunity is requesting proposals for consultant services to support planning, program design, and community engagement for a local Child Savings Account Program under RFP 21260925113655, with proposals due by 5 p.m. Philadelphia Time on October 19, 2026. Local Business Entity (LBE) certification and local impact status are considered positive factors in evaluation.

The consultant will support stakeholder convening, synthesize feedback for program design, facilitate three stakeholder meetings with city departments and philanthropic organizations, conduct 3–4 community focus groups with target populations including Spanish-language and immigrant-serving participants, design resident engagement strategies, and develop documentation of outcomes and findings. The CSA program is designed to coordinate with the Keystone Scholars Program, Pennsylvania's statewide at-birth scholarship initiative. Required qualifications include demonstrated knowledge of the Child Savings Account landscape, expertise in designing and facilitating stakeholder and resident engagement meetings, and relevant experience with community-focused program design.

The total contract value cannot exceed $50,000, payable as fixed-price compensation on a monthly basis upon completion and approval of specified deliverables. Travel costs are reimbursable only with department approval and in accordance with City policies following Federal Government Maximum Per Diem rates. The contract commences November 16, 2026, and runs through June 2027, with weekly meetings from November 2026 through June 2027, stakeholder meetings from November 2026 through January 2027, and community focus groups from January through March 2027.

Applicants must submit complete applications electronically through eContract Philly, including company profile, proposed scope of work (5–10 pages), fixed-price cost proposal with detailed line-item breakdowns, personnel qualifications, references, independent financial capacity statements, and Local Business Certification documentation if applicable. The City will evaluate proposals based on superior ability to meet contract requirements, prior experience, quality of proposed solution, skill and reputation, promotion of local business development, cost, and compliance with standard contract terms. Applicant questions are due October 7, 2026, with answers posted October 9, 2026. All City contracts valued at or over $99,000 require Transparency in Business disclosures; this contract falls below that threshold.
