West Basin Municipal Water District is soliciting bids for a Centrifugal Brake Replacement project for a PEGA Industrial Lift (Rack and Pinion Elevator) located at the Edward C. Little Water Recycling Facility in El Segundo, California. The procurement involves replacing the broken SUCO centrifugal brake equipment for an existing industrial elevator used to transport personnel, materials, and equipment between two floors. The current lift is a 2012 PEGA IL 1118 VFC DL model with a rated load of 2,500 lbs, a lifting height of 20 feet, and operates on a 480V, 60Hz power supply system. Bidders must possess a current C-11 Elevator Contractor's License, certification as a Qualified Conveyance Company in California, and active registration with the California Department of Industrial Relations. An optional site walk is scheduled for Monday, June 30, 2025, at 11:00 AM at 1935 S. Hughes Way, El Segundo, and bids are due on July 10, 2025, at 4:00 PM through the OpenGov procurement portal. The project requires comprehensive documentation, installation of the new brake system, and thorough testing to ensure proper functionality.

The solicitation includes a Small and Local Business Enterprise Program that provides evaluation incentives for qualifying businesses, with bid reductions of 3% for Small Business Enterprises (SBE) or Local Business Enterprises (LBE), and up to 6% for businesses meeting both criteria. The pricing proposal includes separate sections for equipment costs and labor costs associated with the installation, with provisions for optional technician hours, mileage, and travel time. Insurance requirements are extensive, mandating Commercial General Liability of $2,000,000 per occurrence, Automobile Liability of $1,000,000, Workers' Compensation, and potentially Contractor's Pollution Liability. While no specific total project budget is explicitly stated, the compensation will be time-and-material based, with total payments not to exceed a predetermined amount. The contract will be governed by California law and will require compliance with prevailing wage requirements and public works regulations. Potential vendors should be prepared to provide comprehensive documentation and meet stringent technical and insurance specifications for this critical infrastructure maintenance project.
