About this opportunity

The Maryland Lottery and Gaming Control Agency (MLGCA) on behalf of the Maryland Lottery and Gaming Control Commission (MLGCC) is seeking proposals through Request for Proposals (RFP) #MLGCA 2021-06 for the customization, development, implementation, operation, and maintenance of a complete turnkey Central Monitor and Control System for a Video Lottery Terminal (VLT) Program. The successful Contractor will be required to provide a primary operations center, primary and remote hot back-up data centers, operating and reporting software, and a telecommunications network connecting each VLT facility and all VLTs to the Central System. The contract term is seven (7) years with two 2-year renewal option periods. The RFP outlines detailed requirements, service level agreements, and pricing/financial proposal criteria.

The RFP includes Minority Business Enterprise (MBE) and Veteran-Owned Small Business Enterprise (VSBE) participation goals. The current Central System is provided by International Game Technology (IGT), and the MLGCC wants to minimize downtime and potential revenue losses during the implementation of the new system. The State will provide a State Project Manager to coordinate the conversion from the incumbent provider to the successful Offeror. The RFP indicates that the total contract amount will be based on the current installed VLT counts at six existing casino facilities in Maryland, with the potential for a seventh facility to be added.
