About this opportunity
The Missouri Department of Transportation (MoDOT) and Missouri Highways and Transportation Commission (MHTC) are seeking a vendor to conduct comprehensive boiler improvements at the Central District Administration Building located at 1511 Missouri Blvd. in Jefferson City, Missouri. The procurement involves removing and replacing two existing boilers, heating water pumps, hydronic specialties, and heating water piping with two new condensing boilers, primary and secondary heating water pumps, and new hydronic specialties. The base bid includes replacing 24 heating water coils in existing VAV boxes, with an alternate bid option to replace an additional 37 heating water coils. A mandatory pre-bid meeting is scheduled for May 29, 2019, at 10:00 AM, with questions due by June 3, 2019, at 2:00 PM, and bids are due on June 11, 2019, at 2:00 PM. The base bid project completion date is October 4, 2019, with the alternate work completion date set for November 1, 2019. The contract will be awarded to the lowest responsive and responsible bidder, with evaluation criteria focusing on compliance with mandatory specifications and requirements.
The solicitation encourages participation from Minority Business Enterprises (MBE) and Women Business Enterprises (WBE), with target participation goals of 10% MBE and 5% WBE. Bidders must provide a bid bond or certified check for 5% of the bid amount, and the successful contractor must furnish a 100% performance and payment bond. The project requires compliance with prevailing wage requirements under Missouri Annual Wage Order #25 for Cole County and mandates a 10-hour OSHA construction safety program for on-site employees. Contractors must maintain specific insurance coverage, including commercial general liability insurance of $500,000 per person/$3,000,000 per occurrence, automobile liability insurance of $500,000 per person/$3,000,000 per occurrence, and workers' compensation coverage. Liquidated damages are set at $700 per assessable calendar day for late completion. While no specific budget range is explicitly stated, the comprehensive nature of the boiler and heating system replacement suggests a significant investment in infrastructure improvement for the Central District Administration Building.
