About this opportunity
The Adirondack/Glens Falls Transportation Council (A/GFTC) is soliciting professional transportation planning and engineering services through this Request for Proposals (RFP) to develop conceptual improvement plans for eight bus stops operated by the Capital District Transportation Authority (CDTA) in the Glens Falls urban area. The project encompasses stops located in Glens Falls, Fort Edward, Hudson Falls, Queensbury, and at the Warren County Municipal Center, with improvements addressing pedestrian and bicycle access, Americans with Disabilities Act (ADA) compliance, stop location optimization and consolidation, passenger amenities, and conceptual cost estimates. The selected consultant must complete six primary tasks: project management, consultant kick-off meeting, existing conditions inventory, improvement concepts development, public outreach strategy, and final report preparation. Key evaluation criteria include demonstrated understanding of project goals, relevant experience with similar projects, firm capacity and resource availability, and qualifications of assigned staff, with no more than three firms selected for interviews following initial screening. Proposals must be submitted electronically by 12:00 p.m. on May 15, 2026, with consultant selection anticipated by June 15, 2026 and contract completion expected within six to twelve months of signature. All written questions must be directed to Aaron Frankenfeld, Director, and must be received at least ten days prior to the proposal deadline of May 15, 2026. The project is funded by the Federal Highway Administration (FHWA) and Federal Transit Administration (FTA), requiring full compliance with associated federal requirements and certifications.
The RFP document does not explicitly identify set-aside designations or restrictions on respondent eligibility, though it does indicate that A/GFTC reserves the right to reject any and all proposals or terminate the contract should conflicts of interest be discovered. No incumbent vendors or current contractors are listed in the available documentation. The contract will be finalized between the selected consultant and the Lake Champlain/Lake George Regional Planning Board, which serves as A/GFTC's host agency, establishing the formal contracting relationship. A target budget of $55,000 has been established for this project, and A/GFTC reserves the right to reject proposals exceeding this threshold or to re-solicit if acceptable proposals are not received. The project involves a steering committee comprising staff from A/GFTC, CDTA, the New York State Department of Transportation (NYSDOT), and representatives from the participating municipalities, ensuring coordination among multiple government entities throughout the planning process.
