About this opportunity
San Jacinto Community College District (SJCCD) has issued a Request for Proposals (RFP 26-08) for comprehensive Commercial Driver's License (CDL) training services in Harris County, Texas. The procurement seeks a turnkey vendor to provide complete CDL training, including classroom instruction, over-the-road driving skills training, licensed instructors, admission representatives, student advising, registration, outreach, marketing, job placement assistance, and administrative support. Services will be delivered face-to-face at SJCCD's Central Campus in Pasadena, utilizing two indoor classrooms and a TXDOT-approved training track. The RFP was posted on November 6, 2025, with a questions deadline of November 13, 2025, and proposal submissions due through IonWave by 2:00 p.m. Central Time on November 20, 2025. Proposals will be evaluated across six key areas: firm qualifications (10 points), personnel qualifications (15 points), scope understanding and business plan (35 points), references (10 points), contract term exceptions (5 points), and pricing (25 points), totaling 100 points. Virtual or in-person presentations with top-ranked firms are scheduled for December 10-11, 2025, with contract award recommendations expected in December 2025 or January 2026.
The contract has specific operational restrictions, including compliance with FMCSA Entry-Level Driver Training regulations and a requirement to employ SJCCD's current CDL instructors if available. The vendor will be restricted to serving only SJCCD students within the SJCCD Taxing District and Service Area for two years after contract termination. While no specific preferences are given to historically underutilized or small businesses, subcontractor usage must be tracked and reported by classification. The initial contract term is three years with four potential one-year renewals, subject to terms that allow price adjustments based on the Consumer Price Index for Houston, Texas, with 30 days' written notice required for renewal. Vendors must propose firm net pricing per student, which must be inclusive of all costs including textbooks, course materials, pre-tests, drug screening, and CDL examination fees. Top-ranked firms may also earn an additional 40 points through interviews, potentially making the total evaluation score up to 140 points.
