RFP 26-08 Commercial Driver's License Training Services Summary

This is a Request for Proposals (RFP) issued by San Jacinto Community College District (SJCCD) for turnkey Commercial Driver's License (CDL) training services. The College seeks qualified vendors to provide comprehensive CDL training including classroom instruction, over-the-road driving skills training, qualified licensed instructors, admission representatives, student advising and registration, outreach and marketing, job placement assistance, and all necessary administrative support. Services will be delivered face-to-face at SJCCD's Central Campus in Pasadena, Texas, utilizing two indoor classrooms and one TXDOT-approved training track. The RFP was issued November 6, 2025, with a questions and clarifications deadline of November 13, 2025. Proposals must be submitted through IonWave by 2:00 p.m. Central Time on November 20, 2025. The final addendum will be issued November 14, 2025. Virtual or in-person presentations with top-ranked firms are scheduled for December 10–11, 2025, with contract award recommendation expected in December 2025 or January 2026. The initial contract term is three years with four one-year renewal options, subject to the same terms and conditions with pricing adjusted according to the Consumer Price Index for Houston, Texas.

Respondents shall propose firm net pricing per student inclusive of all costs including textbooks, course materials, pre-tests, drug screening, and CDL examination fees. All price adjustments must be based on labor costs only and require 30 days' written notice before contract renewal. SJCCD does not provide preferences to historically underutilized or small businesses; however, subcontractor usage must be tracked and reported by classification. The vendor must comply with FMCSA Entry-Level Driver Training regulations and employ the College's current CDL instructors if available. Vendor operations are restricted exclusively to SJCCD students within the SJCCD Taxing District and Service Area for two years following contract termination, preventing competing CDL programs within the defined geographic boundaries. Proposals are evaluated on qualifications and experience of firm (10 points), personnel qualifications (15 points), scope understanding and business plan (35 points), references (10 points), exceptions to contract terms (5 points), and pricing (25 points), totaling 100 points, with interviews potentially adding 40 additional points for top-ranked firms.

2.10. Payment of instructors shall be the sole responsibility of selected Vendor.

2.11. Provide vehicle fleet and accessories suitable for CDL training. All vehicles and accessories must have current inspections and registrations as required by TDOT and must be deemed safe and roadworthy by Vendor. All maintenance and fuel costs are the sole responsibility of Vendor.

2.12. Follow Federal Motor Carrier Safety Administration (FMCSA), U.S. Department of Transportation, and TxDOT rules and regulations for Entry Level Driver Training including curriculum guidelines and instructor qualifications.

2.14. Guide students through the college’s registration process to ensure student enrollment.

2.15. Provide coaching and tutoring for struggling students.

2.18. Courses will be offered throughout the year, and vendor shall provide a proposed training calendar.

2.19. Vendor shall explain in detail what space is required and provide options for leasing the space and/or reducing the tuition per student by the value of the leased space/equipment.

2.21. Vendor shall work with SJCCD’s industry partners for customized contract classes.

2.22. Any funds SJCCD receives for students who complete the course remain with SJCCD.

3. Exclusivity; Limitation of Activities within SJCCD Taxing District / Service Area

3.1. Vendor acknowledges that the College’s CDL training program is operated as a College-branded educational offering and that the College has a legitimate educational and business interest in maintaining its reputation, program integrity, and enrollment base. Accordingly and in consideration of being awarded an agreement pursuant to this RFP and other good and valuable consideration, the receipt and sufficiency of which are acknowledged by Vendor, during the term of the agreement and for a period of two (2) years following the agreement’s expiration or termination (unless agreed to otherwise in writing by the College), the Vendor (1) agrees to provide CDL training services within the SJCCD Taxing District / Service Area solely and exclusively to SJCCD students and

(2) shall not:

3.1.1. Establish or operate a CDL training program that markets itself to, enrolls, or provides instruction to students within the SJCCD Taxing District / Service Area, including the geographic boundaries of the Channelview ISD, Deer Park ISD, Galena Park ISD, La Porte ISD, Pasadena ISD, Sheldon ISD, and the portion of Clear Creek ISD that is located in Harris County (collectively, the “SJCCD Taxing District / Service Area”);

3.1.2. Market, advertise, or solicit students within the SJCCD Taxing District / Service Area for any CDL training program that is not operated under the College’s name or through an approved College partnership; or

3.1.3. License, partner, or establish a similar relationship with any educational institution, business, or entity other than the College to offer CDL training services within the SJCCD Taxing District / Service Area; or

3.1.4. Directly or indirectly aid another college or university within the Greater Houston geographical area in any of the above-listed activities without expressed consent by SJCCD.

3.2. This paragraph is not intended to restrict the Vendor’s lawful ability to provide CDL training services elsewhere in the state of Texas or to students or entities outside of the

RFP 26-08 Commercial Driver’s License Training Services 4

SJCCD Taxing District / Service Area. The intent of this provision is to ensure exclusivity within the College’s service area (the SJCCD Taxing District / Service Area) and to prevent actions that would harm the College’s program and/or divert prospective students. SJCCD shall be notified that such discussions are underway in order to understand expected impact. Vendor understands and acknowledges that the College has made substantial investments to develop its reputation, program integrity, and enrollment base. Vendor agrees that the limitations as to time, geographical area, and scope of activity to be restrained contained in the above paragraph are reasonable and are not greater than necessary to protect the reputation, program integrity, enrollment base, and other interests of the College. Vendor further agrees that such investments are worthy of protection and that the College’s need for the protection afforded by this paragraph is greater than any hardship Vendor may experience by complying with its terms. Vendor acknowledges that Vendor’s violation or attempted violation of the agreements in this paragraph will cause irreparable damage to the College, and Vendor therefore agrees that the College shall be entitled as a matter of right to an injunction, issued by any court of competent jurisdiction, restraining any violation or further violation of such agreements by Vendor or others acting on Vendor’s behalf. The College’s right to injunctive relief shall be cumulative and in addition to any other remedies provided by law or equity. Although the parties understand and believe that the limitations as to time, geographical area, and scope of activity contained in the paragraph above are reasonable and do not impose a greater restraint than necessary to protect the reputation, program integrity, enrollment base, and/or other interests of the College, if it is judicially determined not to be the case, the limitations shall be reformed to the extent necessary to make them reasonable and not to impose a restraint that is greater than necessary to protect the reputation, program integrity, enrollment base, and/or other business interest of the College.

• Federal Register notice showing the imposition of the tariff with effective dates and Harmonized Tariff Schedule (HTS codes) including reference to the HTS code for the product.

6.2.2.3. SJCCD reserves the right to request the following as evidence of payment of tariffs:

• https://www.cbp.gov/trade/programs-administration/entry-summary/cbp-form-7501 (Entry Summary): This shows tariff duties paid upon entry to the U.S.

• Commercial invoice showing the importation of goods and/or bill of lading or shipping documents indicating international sourcing, the duty or tariff amounts listed, and/or supplier name as importer of record or a third-party custom broker.

6.2.2.4. SJCCD will engage in good-faith negotiations to consider price modifications, substitute goods, or alternative sourcing arrangements, with the goal of minimizing disruption to public services and maintaining the continuity of supply.
