About this opportunity
The Commonwealth of Kentucky Finance and Administration Cabinet, on behalf of the Cabinet of General Government Kentucky State Police, is requesting bids for Commercial Driver's License examiner services at Post 4 in Elizabethtown under a Master Agreement, with bids due October 20, 2026 at 1:30 PM EST and vendor questions due October 8, 2026 at 12:00 PM EST. A reciprocal preference applies to Kentucky resident bidders, and qualified bidders including Kentucky Correctional Industries receive preference points.
The scope comprises CDL skills test examinations at the Elizabethtown location on a full-day or half-day basis. Full days of testing (estimated 260 annually) comprise a maximum of 8 hours including four tests or twelve partial tests at $300 per day; half days comprise a maximum of 4 hours including two tests or six partial tests at $150 per day. Bidders must enter $0.01 as the electronic unit price and submit actual pricing on the Bid Sheet. All pricing must remain valid for a minimum of 60 calendar days after the bid due date. No price increases are permitted during the first 12 months; increases after 12 months require written justification based on industry-wide price changes.
Qualification requirements are stringent: possession of a Class A CDL with all available endorsements, no more than six demerit points on driving record, high school diploma or GED, completion of 40-hour CDL examiner training approved by AAMVA and FMCSA, annual 10-hour in-service training, AAMVA certification maintenance, criminal history clearance, and compliance with all federal regulations and KSP testing protocols. Pass/fail evaluation criteria include prior or current Class A or B CDL operator experience or prior CDL examiner experience (substantiated with at least one year in similar duties), professional certifications or training documentation, Monday through Friday availability with scheduling flexibility, and criminal history authorization. The contractor must maintain Commercial General Liability Insurance of $1 million per occurrence and $2 million aggregate, plus Automobile Liability Insurance of $1 million combined single limit if vehicles are used.
The contract term is one year from award with four optional two-year renewal periods. Bidders must register in the Commonwealth eProcurement System; paper bids are not acceptable. A mandatory affidavit attesting compliance with Kentucky campaign finance laws (KRS 45A.110 and 45A.115) must be notarized and submitted.
