About this opportunity
Dane County, Wisconsin is seeking proposals for a Community Development Block Grant (CDBG) and HOME Investment Partnerships Program Rental Rehabilitation initiative aimed at preserving safe, decent, and affordable rental housing for low-and-moderate income residents within the Dane County Urban County Consortium. The procurement seeks to provide funding for the rehabilitation of rental properties, with eligible activities including repairs to meet housing quality standards, addressing lead-based paint hazards, improving accessibility, and conducting architectural and engineering assessments. Proposers will be evaluated on a comprehensive 105-point scoring system covering seven key areas: National Objective - Need and Justification (30 points), Project Approach (30 points), Experience and Qualifications (15 points), Financial Information (15 points), Partnerships (5 points), Shovel-Ready status (5 points), and Past Performance (5 points). The vendor conference is scheduled for April 25, 2024, with proposal submissions due by May 31, 2024, at 2:00 pm through the county's eProcurement Portal. Applicants must complete a Vendor Questionnaire/RFP application and sign the Signature Power Form, with failure to do so potentially resulting in application ineligibility.
The procurement is open to property owners of non-owner-occupied residential rental properties with up to four units located in participating Dane County municipalities. Eligible applicants must be U.S. citizens or legal residents, financially capable of repaying loans, and current on taxes and mortgage payments. The county estimates approximately $1,000,000 in CDBG funds and $600,000 in HOME funds will be available, with loans and grants covering up to 75% of rehabilitation work costs (maximum loan of $20,000 for a single unit and up to $39,500 for a 4-unit building). Borrowers must maintain rent limits based on HUD fair market rates and ensure 75% of units are occupied by households earning no more than 80% of the Dane County median income throughout the loan term or for at least 5 years. The program covers 55 participating municipalities in Dane County, with three municipalities (Town of Dane, City of Edgerton, and Village of Mazomanie) not participating in 2024. Successful proposers must comply with federal regulations including Davis-Bacon wage requirements, Uniform Relocation Act provisions, and accessibility standards such as Section 504 of the Rehabilitation Act and the Fair Housing Act.
