About this file

This is a Request for Proposal (RFP) 2024-CDBG-039-PR issued by Dane County for a Rental Rehabilitation project through the Community Development Block Grant (CDBG) and HOME Investment Partnership (HOME) programs. The RFP seeks to make funds available for rehabilitating rental properties to ensure safe, decent, and affordable housing for low-and-moderate income residents in the Dane County Urban County Consortium. The project will run through 2025, with a vendor conference scheduled for April 25, 2024, and proposal submissions due by May 31, 2024, at 2:00 pm. Proposals must be submitted electronically through the county's eProcurement Portal, and the county estimates approximately $1,000,000 in CDBG funds and $600,000 in HOME funds will be available for disbursement.

Funding will support rental property rehabilitation, with eligible expenses including repairs to meet housing quality standards, addressing potential lead-based paint hazards, improving accessibility, and conducting necessary architectural and engineering assessments. The county will provide loans and/or grants covering up to 75% of rehabilitation work costs. Proposals will be evaluated on multiple criteria, including meeting national objectives, addressing community needs, targeting areas of greatest need, language access capabilities, project approach, organizational experience, financial stability, and ability to leverage additional funds. Proposers must demonstrate their capacity to serve low-and-moderate income households, comply with federal regulations, and provide comprehensive documentation of their proposed rehabilitation efforts.
