About this opportunity

Dane County is soliciting applications for the 2026 Community Development Block Grant (CDBG) Public Facilities program, seeking proposals from organizations for construction or rehabilitation of public facilities within the Dane County Urban County Consortium municipalities. The procurement targets public or private non-profit agencies interested in developing projects that serve low- and moderate-income populations through facility improvements such as senior centers, youth centers, parks, recreational facilities, and special needs service locations. Proposals will be evaluated across seven key criteria: National Objective-Need and Justification (20 points), Project Approach (35 points), Experience and Qualifications (15 points), Financial Information (15 points), Partnerships (5 points), Shovel-Ready Projects (5 points), and Past Performance (5 points). The RFP was released on April 30, 2025, with questions due by May 23, 2025, and final proposal submissions required electronically through the county's eProcurement Portal by June 11, 2025, at 2:00 pm. Eligible projects must meet one of three national objectives: area benefit activities, limited clientele activities, or housing activities, with at least 51% of beneficiaries being low- and moderate-income individuals. Potential applicant presentations to the Application Review Team are planned for August 2025.

The procurement is open to public and private non-profit organizations, with no specific set-aside designations mentioned in the documentation. Participating municipalities include 56 towns, villages, and cities within Dane County, with notable exclusions of the City of Madison, City of Edgerton, and Town of Dane. The Village of Mazomanie is scheduled to return to the Urban County Consortium on October 1, 2025. Total estimated CDBG funding available for 2026 is up to $1,100,000, with funds allocated across multiple CDBG categories, including Public Facilities. To be considered, all applicants must complete the Vendor Questionnaire/RFP application in full and sign the Signature Power Form, with failure to do so potentially resulting in application ineligibility. New applicants will receive automatic maximum points in certain evaluation categories, and the overall scoring system is designed to ensure funded projects effectively serve target populations while demonstrating organizational capability and financial responsibility. Projects must be "shovel-ready," meaning work is anticipated to begin in 2026.
