About this opportunity
Dane County, Wisconsin is soliciting proposals through a Community Development Block Grant (CDBG) and Home Investment Partnership (HOME) Program opportunity for new rental construction projects. The procurement seeks Nonprofit Community Housing Development Organizations (CHDOs) to develop affordable rental housing for low-and-moderate income residents within the Dane County Urban County Consortium, specifically targeting areas outside the City of Madison. Proposers must develop rental units with a minimum 20-year affordability period, covering hard costs, relocation expenses, professional services, and soft costs. The evaluation process will assess proposals across six categories totaling 105 possible points, including national objective needs, project approach, organizational experience, financial information, partnerships, and project readiness. Key procurement dates include a vendor conference on April 25, 2024, a May 17, 2024 deadline for question submissions, and a May 31, 2024 proposal response deadline at 2:00 pm. Proposers must provide 25% matching funds from non-federal sources and comply with specific property standards including housing quality and accessibility requirements.
The procurement is specifically targeted to Nonprofit CHDOs with demonstrated capacity in affordable housing development. Organizations must serve residents of Dane County consortium communities, which includes 55 participating municipalities as of 2024. Eligible applicants must not be HUD-listed debarred or ineligible contractors and must demonstrate financial stability and organizational experience in affordable housing development. The program has an estimated $600,000 in HOME funds available for the New Rental Construction category, with funds dedicated to creating affordable housing units for low-income households. Proposers will be evaluated on their ability to meet national objectives, show project implementation strategy, provide evidence of financial sustainability, and highlight potential community partnerships. The county will conduct thorough assessments of developer capacity, including background checks, examination of prior project experience, and evaluation of the development team's skills and qualifications. Projects must target low-and-moderate income populations and comply with comprehensive environmental review processes and market analysis requirements.
