About this opportunity
The City of Key West, Florida is soliciting bids on trenchless installation of utilities across Fleming Channel under the CDBG-MIT program, with bids due December 2, 2026 at 3:00 p.m. Eastern Time and a mandatory pre-bid meeting on October 28 at 2:00 p.m. at City Hall.
The project relocates the City's existing 30-inch influent wastewater pipeline and 8-inch water supply pipeline from aerial crossings on Fleming Key Bridge to underground alignment beneath Fleming Key Cut, located within Navy property at Trumbo Annex. The core scope is microtunneling installation of approximately 458 feet of 72-inch steel casing, launched and received from watertight shafts approximately 30 feet in diameter and 45 to 50 feet deep. The casing will house fused C-900 relocated pipelines and accommodate future 30-inch and 18-inch pipelines capped approximately 5 feet below finished grade. Additional work includes approximately 680 feet of open-cut installation of wastewater and water pipelines, utility tie-ins at both crossing ends, construction of manholes and valve vaults, grading, fencing, temporary road construction and removal, and restoration of all disturbed areas. Bid documents specify wage determination requirements under Title 2 Appendix II to Part 200. A 5 percent bid bond is required from all respondents. Electronic bidding is available through DemandStar. An optional site visit to Trumbo Point follows the pre-bid meeting; attendees must obtain authorization and meet access requirements to enter the military base. Questions are due before the December 2 deadline. The project is funded through CDBG-MIT grants.

The project is located within Navy property at Trumbo Annex and involves relocating the Citys existing 30-inch influent wastewater pipeline and 8-inch water supply pipeline from their aerial crossings on Fleming Key Bridge to a new underground alignment beneath Fleming Key Cut. The crossing will consist of approximately 458 feet of 72-inch steel casing installed by microtunneling using a microtunnel boring machine (MTBM), launched and received from watertight shafts approximately 30 feet in diameter and 45 to 50 feet deep. The casing will accommodate the relocated 30-inch wastewater and 8-inch water pipelines, both constructed of fused C-900 pipe, as well as future 30-inch and 18-inch pipelines that will be installed and capped approximately 5 feet below finished grade. Additional work includes approximately 680 feet of open-cut installation of 30-inch wastewater and 8-inch water pipelines, utility tie-ins at both ends of the crossing, and construction of associated manholes and valve vaults. Site improvements will include grading, fencing, temporary road construction and removal, and restoration of all disturbed areas.
