About this file

This is an Invitation to Bid (ITB) document issued by the City of Key West, Florida for the trenchless installation of utilities across Fleming Channel under the CDBG-MIT program. The project involves relocating the City's existing 30-inch influent wastewater pipeline and 8-inch water supply pipeline from aerial crossings on Fleming Key Bridge to an underground alignment beneath Fleming Key Cut. The scope of work includes installation of approximately 458 feet of 72-inch steel casing using microtunneling technology with a microtunnel boring machine (MTBM), launched and received from watertight shafts approximately 30 feet in diameter and 45 to 50 feet deep. The casing will accommodate the relocated pipelines constructed of fused C-900 pipe, as well as accommodate future 30-inch and 18-inch pipelines. Additional work encompasses approximately 680 feet of open-cut installation of wastewater and water pipelines, utility tie-ins, construction of manholes and valve vaults, and site improvements including grading, fencing, temporary road construction, and restoration. The bid was broadcast on October 15, 2026, with a mandatory pre-bid meeting scheduled for October 28, 2026, at 2:00 P.M. in the City Manager's Conference Room at City Hall (1300 White Street, Key West, Florida). An optional site visit to Trumbo Point will follow the meeting. The bid due date is December 2, 2026, at 3:00 P.M. Eastern Time.

The project is located within Navy property at Trumbo Annex and is funded through CDBG-MIT grants. A 5 percent bid bond is required from all respondents. The bid documents include specifications, plans, drawings, wage determination requirements under Title 2 Appendix II to Part 200, and CDBG-MIT grant contract attachments. Electronic bidding is available through DemandStar, with blueprint plans available for download. The procurement is categorized under commodity codes related to site work, boring, drilling, testing, drilling and boring services, horizontal directional drilling, and excavation services. Attendees to the site visit are responsible for obtaining necessary authorization and meeting all access requirements to enter the military base.

Scope of Work

The project is located within Navy property at Trumbo Annex and involves relocating the City’s existing 30-inch influent wastewater pipeline and 8-inch water supply pipeline from their aerial crossings on Fleming Key Bridge to a new underground alignment beneath Fleming Key Cut. The crossing will consist of approximately 458 feet of 72-inch steel casing installed by microtunneling using a microtunnel boring machine (MTBM), launched and received from watertight shafts approximately 30 feet in diameter and 45 to 50 feet deep. The casing will accommodate the relocated 30-inch wastewater and 8-inch water pipelines, both constructed of fused C-900 pipe, as well as future 30-inch and 18-inch pipelines that will be installed and capped approximately 5 feet below finished grade.

Additional work includes approximately 680 feet of open-cut installation of 30-inch wastewater and 8-inch water pipelines, utility tie-ins at both ends of the crossing, and construction of associated manholes and valve vaults. Site improvements will include grading, fencing, temporary road construction and removal, and restoration of all disturbed areas.
