About this opportunity

Dane County is soliciting applications through a Request for Proposal process to select organizations to operate a minor home repair program for low- and moderate-income residents of single-family owner-occupied housing located within the Dane County Urban County Consortium, with funding provided through the HUD-funded Community Development Block Grant (CDBG) program. The program will provide grants of up to $7,500 per household annually, with a lifetime limit of $20,000 per household across all CDBG programs and a maximum of $100,000 across all CDBG/HOME programs. Eligible work items include structural repairs such as roof, plumbing, electrical, heating, foundation, and window repairs; accessibility modifications for disabled residents; and asbestos abatement. Applicants must demonstrate implementation readiness by Quarter 1 of 2027, maintain language access plans and appeals processes, and comply with all environmental review requirements under HUD Part 58, including compliance with the Lead Safe Housing Rule for pre-1978 housing. Applications are evaluated on five criteria: Need and Priorities (20 points), Project Approach (35 points), Experience and Qualifications (15 points), Financial Information (20 points), and Past Performance (10 points), for a total of 100 points. The deadline for submitting questions is May 29, 2026 at 5:00 pm, proposals must be submitted electronically via the County's eProcurement Portal by June 22, 2026 at 11:59 pm, preliminary funding recommendations are anticipated in September/October 2026, and a public hearing and County Board approval are expected in November 2026 and January 2027 respectively, with funds available for reimbursement beginning April 2027.

Eligible applicants include public or private nonprofits, faith-based organizations, units of local government, and community-based development organizations that are registered in good standing with the Wisconsin Department of Financial Institutions and are not HUD-listed debarred contractors. Applicants must have no outstanding unexpended balances exceeding $1,000 from prior contracts executed before 2025 or $250,000 across all project areas as of July 1, 2026. Previous recipients of Dane County CDBG/HOME funding in the last five years will be evaluated on spending accuracy, timely reporting submission, and responsiveness to communications, while new applicants automatically receive 10 points in the past performance category. All applicants must complete the CDBG application in its entirety and provide electronic signatures; failure to do so may result in application ineligibility for funding and exclusion from scoring. The maximum amount of funding available for the Minor Home Repair project area is approximately $58,000, with a maximum request of $58,000 per application, and Dane County expects that one or multiple projects will be funded in this category. Funds are expected to be available for reimbursement beginning April 2027, with the contract remaining in effect for the full grant term and subject to optional renewal for up to four additional one-year periods by mutual agreement.
