The program requires comprehensive home improvements with a minimum loan amount of $3,000 and a maximum of $24,999, covering exterior rehabilitation, code-related interior work, foundation repairs, roof repairs, plumbing and electrical system improvements, and energy efficiency and accessibility upgrades. Proposals will be evaluated on criteria including national objective achievement, project approach, organizational experience, financial information, partnerships, and past performance. The RFP was released on April 30, 2025, with questions due by May 23, 2025, and proposal responses required by June 11, 2025, at 2:00 pm. Contractors must adhere to detailed rehabilitation standards outlined in the attached CDBG and HOME Program Rehabilitation Standards document, which provides comprehensive technical specifications and best practices for housing improvements.

Eligible applicants include public or private non-profit agencies, faith-based organizations, local government units, and Community-Based Development Organizations. Properties must be owner-occupied, single-family residential units located in participating municipalities, with total debt not exceeding 95% of the after-rehabilitation value. The funding for 2026 is estimated at up to $1,100,000 in CDBG funds and $600,000 in HOME funds, to be disbursed among several rehabilitation categories. Contractors must complete thorough documentation, including income verification, property eligibility assessment, and housing quality standards inspections. The program requires compliance with Dane County's CDBG Housing Rehabilitation Deferred Payment Loans Program Standards and includes comprehensive environmental review procedures, including radon testing and mitigation requirements. Successful applicants will be expected to follow strict guidelines for materials, construction techniques, and environmental protection measures, referencing national standards and local building codes. The program emphasizes creating livable, healthful, and safe housing improvements for low-and-moderate income residents in the Dane County area.
