About this opportunity
The City of Alma in Baldwin County, Georgia, is seeking qualified consultants to provide comprehensive grant writing and administration services for federally assisted projects, specifically focusing on Community Development Block Grant (CDBG) programs for FY2026. The procurement involves a robust set of services including grant application preparation, environmental review record creation, draw/disbursement request processing, financial administration, public hearing support, and compliance with various federal regulations such as the Uniform Relocation Assistance Act and Davis-Bacon labor requirements. Responding firms must demonstrate significant experience in federal grant administration, with specific capabilities in preparing Environmental Review Records, managing financial documentation, assisting with bid processes, and ensuring compliance with Affirmatively Furthering Fair Housing (AFFH) requirements. Evaluation criteria will assess consultants based on knowledge of CDBG guidelines, organizational capacity, past performance, project experience, current workload, and proposed fee structures, with scores ranging from 0-2 for each criterion. Proposals must be submitted by 5:00 PM on February 13, 2026, with the City anticipating contract execution within one year of the notice date.
The procurement explicitly encourages participation from Section 3 Business Concerns under the HUD Act of 1968, with mandatory submission of Section 3 Business Concern Certification for qualifying firms. All contracts will be subject to federal and state provisions prescribed by the Georgia Department of Community Affairs and will require compliance with multiple civil rights and accessibility regulations, including the Civil Rights Act, Fair Housing Act, and Americans with Disabilities Act. While specific contract values are not disclosed, the opportunity suggests potential for multiple project contracts and amendments over a 2-3 year period, potentially covering not just CDBG but also Redevelopment Fund Projects, Employment Incentive Program, Economic Development Administration, and Southeast Crescent Regional Commission initiatives. Responding firms must provide comprehensive documentation including firm history, federal grant writing experience, capacity assessments, references, and fee schedules. The procurement emphasizes integration with existing federal compliance frameworks and encourages diverse participation, particularly from businesses that can demonstrate expertise in community development grant administration.
