About this opportunity
Bacon County, Georgia, through the City of Alma, is seeking engineering firms to provide comprehensive services for federally assisted projects utilizing Community Development Block Grant (CDBG) funding. The procurement solicits statements of qualifications from engineering firms capable of delivering Preliminary Engineering Reports (PER), NPDES services, final design, and construction administration for federal fund-supported initiatives. Qualified firms must demonstrate extensive experience in assisting local governments with project development, including detailed documentation of firm history, professional licenses, key personnel qualifications, and relevant project examples. The evaluation criteria will be based on a 12-point scoring system assessing the firm's ability to provide necessary disciplines, construction experience, personnel qualifications, reference information, prior CDBG project experience, and price competitiveness. Proposals must be submitted by 5:00 PM on February 13, 2026, with a draft PER required no later than February 27, 2026. The selected firm will be expected to work on projects funded through multiple federal sources, including CDBG, Redevelopment Fund Projects, Georgia Environmental Finance Authority, Economic Development Administration, and USDA programs.
The procurement specifically encourages Section 3 Business Concerns to apply, as defined under the HUD Act of 1968, providing potential opportunities for disadvantaged or local businesses. Responding firms must submit comprehensive documentation, including a Statement of Qualifications Form, proof of Errors and Omissions Insurance, and potentially a Section 3 Certification Form. The contract is subject to federal and state provisions prescribed by the Georgia Department of Community Affairs and adheres to civil rights laws, fair housing requirements, Americans with Disabilities Act, and the Build America, Buy America Act. While specific award values are not explicitly stated, the procurement indicates the potential for multiple project opportunities within a 2-3 year period. Firms will be reconsidered on a project-by-project basis, suggesting the possibility of ongoing work for the selected engineering firm. All contracts will be contingent upon federal and state regulatory compliance, with a focus on supporting local community development and infrastructure improvement initiatives.
