About this opportunity

The City of Santa Barbara Water Resources Department is soliciting bids for CCTV inspection services on private sewer laterals under its Video Assistance Program, with electronic responses due October 14, 2026 at 3:00 p.m. PDT. Contractors must hold one of the following California licenses: A, C-36, C-34, or C-42, and must be registered as a DIR Public Works Contractor with the California Department of Industrial Relations.

The scope covers inspection of approximately 125 private sewer laterals annually—roughly ten per month—ranging from 4 to 6 inches in diameter and composed of varying materials. Laterals are located primarily on residential properties and extend from residences or buildings to the City's sewer main, including the connection point. Services include mobilization, bonding, insurance, traffic control, permitting, public coordination, CCTV inspections, and immediate delivery of CCTV data via the Forward Lateral system.

The initial contract term is one year from award, with renewal options for four additional one-year terms, allowing a maximum five-year duration. Bids will be evaluated on a lump sum basis. The estimated bid value exceeds $25,000, triggering bonding requirements: a bid bond of 5% of the bid amount due within ten calendar days of written notice of award, plus payment and performance bonds each equal to 100% of the total bid amount.

Questions are due October 1, 2026 at 12:00 p.m. PDT; no in-person pre-bid meeting is scheduled. Bidders must submit responses through the PlanetBids Vendor Portal. Contact Marisela Hart at 805-564-5351 or MHart@SantaBarbaraCA.gov for inquiries.
