About this opportunity

The City of Philadelphia is requesting quotes for plastic bags and slider bags for the CCOM Election Warehouse through micro-purchase B2728110, with quotes due September 25, 2026. This is a same-day solicitation (posted and due on the same date). Award will go to the lowest responsive and responsible bidder, on a whole or line-item basis at the City's discretion; sellers must quote all items to be eligible.

The Local Business Entity preference program does not apply to micro purchases, though vendors must answer the LBE certification question during submission. An LGBTQ Applicant Data Form is available for voluntary submission to support the City's diversity and inclusion efforts; submission does not impose contractual obligations but facilitates the City's vendor identification and database inclusion.

The maximum contract value is $45,000, adjusted annually by the CPI-U percentage increase from January 1, 2020 (rounded to the nearest $1,000). The contract term is 365 days from the effective date with no renewal options. All prices must be net and exclusive of taxes, delivered FOB Destination Point. The City is exempt from federal excise, transportation, and Pennsylvania sales taxes.

Submission through PHLContracts requires an executed Consent and Authorization Agreement on file in the vendor profile prior to bid closing; quotes submitted without this documentation will be deemed non-responsive and excluded. Quotes must remain valid for 60 days from submission. All required attachments listed in the Terms and Conditions Tab must be downloaded and included before final submission. No delivery or services shall commence until the City issues a purchase order and notifies the department. Successful sellers must maintain workers' compensation insurance at statutory limits and general liability insurance with a minimum $500,000 per occurrence limit. Payment is via electronic deposit following delivery, approval, and invoice submission.
