About this file

This document is a Seller Standard Operating Procedure Checklist for Small Order Purchases issued by the City of Philadelphia Procurement Department through the PHLContracts platform. The checklist provides step-by-step instructions for vendors submitting quotes for a micro-purchase of election warehouse plastic bags and slider bags. Sellers must complete all mandatory sections of the quote submission, including the General Tab (confirming seller role and Local Business Entity certification status), Items Tab (entering unit costs for each item), Questions Tab (answering all required questions), Terms & Conditions Tab (downloading attachments and accepting terms), Attachments Tab (submitting required documentation), and Summary Tab (reviewing and submitting the final quote). The micro-purchase will be awarded as a whole or by line item, whichever serves the City's best interest, to the lowest responsive and responsible bidder, and sellers must quote all items to be eligible for award. No delivery or services should commence until notification is received from the department.

All quotes must include an executed Consent & Authorization form on file in the vendor profile; quotes submitted without this documentation will not be considered. The submission process requires vendors to save and continue after each section to prevent validation errors, and the optional LGBTQ Applicant Opportunity Data Form may be submitted during the attachments phase. While the Local Business Entity Program does not apply to small order purchases, vendors must still answer the LBE certification question to proceed. All required attachments listed in the Terms & Conditions Tab must be downloaded and saved, and any supporting documents related to the quote should be included in the Attachments Tab before final submission through the PHLContracts website.
