About this opportunity
The Colorado Community College System is soliciting proposals under RFP 27-006 for executive coaching services to its Chancellor, with proposals due November 30, 2026 at 2:00 PM through BidNet Direct. The RFP includes no set-aside provisions. Coaching is delivered primarily through virtual monthly sessions, with up to two onsite engagements annually in the Denver metro area.
The lead coach must meet minimum qualifications: prior service as a chancellor, president, CEO, or system-level executive in public higher education with direct responsibility for institution presidents; experience reporting to or advising a governing board that oversees multiple college presidents; senior executive experience in a multicampus system serving at least 75,000 students annually, measured by annual duplicated headcount; at least three years of individualized executive coaching or formal mentoring of sitting community-college presidents or comparable public-sector chief executives; and experience supporting leadership transition, organizational transformation, or significant institutional change. Qualifications may be satisfied through a named subcontractor serving as lead coach, provided the subcontractor is documented in the proposal.
Scope covers leadership strategy, senior-team development, Board relationships, change management, reform implementation, and strategic communications. Deliverables include monthly 60–90 minute sessions with flexibility for additional sessions during critical leadership matters, between-session consultation, support for at least two annual leadership-development goals, a six-month progress assessment, confidential stakeholder conversations, observation of select Board and leadership meetings, document reviews, and an engagement launch within 30 days of contract start.
The annual budget is $60,000, inclusive of fees, travel, and related expenses, and pricing must be firm during the initial term. The initial term runs through December 31, 2027, with up to four one-year renewals for a five-year maximum. CCCS prefers a fixed maximum across all five years rather than escalation at renewal. Proposals will be evaluated on experience, team qualifications, approach and methodology, and pricing, and must not exceed 20 pages excluding administrative documents.
Written questions closed October 19, 2026, and responses were published October 23, 2026. Proposals will be opened publicly via WebEx on November 30, 2026 at 2:15 PM. The estimated Intent to Award and contract start date is January 4, 2027. Pre-award requirements include certificates of insurance and proof of good standing with the Colorado Secretary of State, and registration with the Secretary of State and Colorado VSS may follow award notification but must precede contract execution.
