About this file
This is a Questions and Answers document for CCCS RFP 27-006 Executive Coaching, issued by the Colorado Community College System. The solicitation seeks an executive coach to provide individualized coaching services to system leadership, with engagement delivered primarily through virtual monthly sessions supplemented by up to two annual in-person onsite engagements conducted in the Denver metro area. The lead coach must meet specific minimum qualifications, including prior service as a chancellor, president, chief executive officer, or system-level executive in public higher education; senior executive experience in a multicampus or multi-college higher education system serving at least 75,000 students annually (measured by annual duplicated headcount); and at least three years of individualized executive coaching experience with sitting community college presidents, system chancellors, or comparable public sector chief executives reporting to a governing board. Qualifications may be satisfied through a named subcontractor serving as lead coach, provided the subcontractor is documented in the proposal. The proposal is limited to 20 pages excluding administrative documents (references and exceptions), with responses evaluated on cost reasonableness and detailed service delivery methodology. The contract term is five years with potential for renewal; registration requirements with the Colorado Secretary of State and Colorado VSS may be completed after award notification but before contract execution.
The total annual cost ceiling is $60,000, inclusive of travel and lodging for onsite engagements, with CCCS preferring a fixed maximum amount across all five contract years rather than escalation at renewal. Proposers should submit a total annual cost with detailed breakdown and outline the estimated volume of ancillary activities such as stakeholder conversations, meeting observation, and document review. The State will provide confidentiality protocols to be incorporated into the engagement charter rather than requiring the contractor to propose one independently. The contractor must comply with State accessibility standards and WCAG Level AA for any coaching deliverables made available to the public or distributed to internal staff, though coaching materials developed for confidential use between the Chancellor and Board-designated sponsor are unlikely to fall within these requirements. No set-asides are identified in this Q&A document.

Q1 Question: Coaching Location

Answer: Virtual for the most part, but likely in person during onsite engagements

Q2 Question: Minimum Qualifications - Section 2.A
1. Section 2.A.1 requires the proposed lead coach to have served as a chancellor, president, chief executive officer, or system-level executive in public higher education. Will the State consider a lead coach whose chief-executive and governing-body experience was gained in another public-sector context - for example, a statewide public agency or government instrumentality reporting to an oversight board - provided the coach meets the coaching-experience requirement in Section 2.A.4?
2. Section 2.A.3 requires senior executive experience in a multicampus or multi-college higher-education system serving at least 75,000 students annually. Is this threshold measured by annual unduplicated headcount, annual FTE, or another enrollment measure? May a proposer satisfy it using an aggregate public-sector enterprise of comparable scale and governance complexity outside higher education?
3. Section 2.A.4 requires at least three years providing individualized executive coaching to sitting community-college presidents, system chancellors, or comparable public-sector chief executives with a direct reporting line to a governing board. Does "comparable public-sector chief executives" include agency heads, executive directors, or cabinet-level officials who report to a board, commission, or similar governing body?
4. Section 6.C provides that the State may waive non-material mandatory requirements under
Procurement Rule R-24-103-301-03. Does the State consider any of the Section 2.A minimum qualifications to be non-material, or are all seven treated as material and strictly pass/fail?
5. May a proposer satisfy the Section 2.A minimum qualifications through a named subcontractor or affiliated individual serving as lead coach, with the prime contractor holding contractual and administrative responsibility? If so, must the subcontractor be named and documented in Tab C?
Answer: 1) No, the coach must have served in the capacity listed in Section 2.A.1. 2) Annual duplicated headcount. No, the coach must meet the criteria listed in Section 2.A.2. 3). No, the coach must meet the requirement listed in Section 2.A.4. 4) The requirements in Section 2.A are considered material. 5) Yes, the qualifications in Section 2A can be satisfied by a subcontractor. Yes, the subcontractor must be named and documented in Tab C.

Q3 Question: Pricing and Engagement Structure - Sections 4.A and 5 (Tab E)
6. Section 5, Tab E caps total costs at $60,000 annually. Does that ceiling include travel and lodging for the up to two annual onsite engagements described in Section 4.A, or may travel be billed as a separate pass-through?
7. Are the two annual onsite engagements expected at the CCCS system office in Denver, or may they occur at individual colleges across the 13-college system?
8. Does the State prefer a flat annual retainer, a per-session rate, or an hourly structure? Will pricing be evaluated on total annual cost, or on rate reasonableness?
9. Section 4.A contemplates stakeholder conversations, meeting observation, and document review beyond the monthly sessions. Should proposers price an estimated annual volume for these activities, and if so does the State have an expected range?
10. Is the $60,000 ceiling fixed across all five potential contract years, or may rates be escalated at renewal?
Answer: 6) The $60,000 includes annual travel and lodging. 7) The annual onsite engagements will be in the Denver metro area. 8) CCCS prefers a total annual cost submission with a detailed breakdown. Cost will be evaluated on reasonableness. 9) Proposers should outline the volume of conversations, meeting observation, and document review included. 10) The preference is for the maximum amount be fixed over the term of the contract.

Q4 Question: Proposal Format and Administrative Requirements
11. Section 5 limits the proposal to 20 pages excluding administrative documents. Do Tab F
(References) and Tab H (Exceptions) count against the 20-page limit, or are they treated as administrative?
12. Tab F asks for three current or former clients who can speak to the firm's reputation. Where the engagement is delivered by an individual lead coach, should references speak to the firm's performance, the coach's coaching engagements, or both? Given that coaching engagements are typically confidential, will the State accept references from the coach's prior executive or consulting work?
13. Does the State require the proposer to be registered as a foreign entity with the Colorado Secretary of State at the time of proposal submission, or is registration required only prior to contract execution?
14. Is a Colorado VSS ID required at the time of submission, or may it be obtained after an Intent to
Award is published?
15. Section 3.A applies the State accessibility standards and WCAG Level AA. Which coaching deliverables does the State consider in scope - for example, the engagement charter, the six-month assessment, and the annual coaching-impact reflection?
16. Section 1.C and Section 4.A reference confidentiality boundaries between the Chancellor and the
Board-designated sponsor. Will the State provide its expected confidentiality protocol, or is the contractor expected to propose one in the engagement charter?
Answer: 11) References and Exceptions will be considered administrative and not counted toward the
20 page limit. 12) The preference is for the references to be from the coach's engagements. Yes, a coach's prior executive or consulting work are acceptable references. 13) Registration with the
Colorado Secretary of State may be done after award and before contract execution. 14) Registration with ColoradoVSS may be done after award. 15) This would apply to any documents that are made availble to the public or distributed to other internal staff. As a result, the coaching deliverables are unlikely to be subject to these requirements. 16) The State will provide input to the contractor on the specifics of the confidentiality protocol and this will be included in the engagement charter.
