About this opportunity

The California Conservation Corps (CCC) has issued a Request for Proposal (RFP C5100-127184) seeking qualified research firms, academic institutions, or consulting organizations to conduct a comprehensive Economic Impact Report. This procurement aims to quantify the economic value the CCC delivers to the State of California and provide data-driven evidence of the Corps' return on public investment. The scope of work comprises two interconnected study components: a Return on Investment Analysis that determines the per-dollar ROI the state realizes for every dollar invested in the CCC, including direct economic outputs, indirect and induced economic effects, fiscal impacts, and project output valuations; and a Corpsmember Earnings Differential Analysis that quantifies lifetime and near-term earning potential differences between CCC participants and comparable non-participants, including post-service employment rates, wage trajectories, educational attainment gains, and non-wage benefits. Required deliverables include a Research Methodology Plan, Interim Progress Report, Draft Economic Impact Report with presentation of draft findings, Final Economic Impact Report, and Data Appendices and Technical Documentation, with specific delivery dates to be scheduled by the Contract Manager following agreement execution. The contract evaluation process is weighted 80 points for technical merit—based on cover letter, technical approach, data needs, work plan and timeline, team qualifications, and relevant experience—and 35 points for cost. The deadline for written questions is April 23, 2026, by 4:00 PM PT, with answers released April 30, 2026; proposals must be submitted by May 8, 2026, by 2:00 PM PT via email to Kiran.Varghese@ccc.ca.gov, with notice of intent to award scheduled for May 25, 2026, and the proposed award date of June 2, 2026. The contract term runs from July 1, 2026, through June 30, 2027.

Small Business (SB) and Microbusiness (MB) proposers certified by the Department of General Services Office of Small Business and DVBE Services receive a five percent (5%) scoring preference, while Disabled Veteran Business Enterprise (DVBE) proposers are eligible for incentive points between one and five percent (1-5%). Non-SB proposers committing to 25 percent subcontractor participation by certified SBs or MBs also qualify for a five percent (5%) preference. The maximum proposal cost cannot exceed $100,000.00 for the entire contract term, with rates remaining fixed throughout the agreement period. The contractor must maintain commercial general liability ($1,000,000), automobile liability ($1,000,000), and professional liability ($1,000,000) insurance, naming the State of California as additional insured, and must comply with all CCC policies, data privacy regulations, and human subjects research requirements. All work product and deliverables become the sole property of the State upon creation, and no work may commence until the agreement is fully executed; any work performed prior to execution will be considered donated to the CCC with no payment issued. The CCC may terminate the contract with 30 days' written notice, and funding is subject to annual budget approval by CCC Leadership.
