About this opportunity
The State of Illinois, acting through the Illinois Department of Transportation (IDOT), is soliciting bids for ASTM E74 type calibrations of load cells and associated equipment used by the Bureau of Materials, with bids due August 5, 2026. This procurement is restricted to certified small-business vendors only.
The scope covers calibration of load cell systems across multiple capacity ranges (1,000 lbf, 20,000 lbf, 50,000 lbf, and 500,000 lbf), digital indicators, load plates, and cables/power cords in accordance with ASTM E74 standards and traceable to the National Institute of Standards and Technology (NIST). All work must comply with AASHTO R18 standards under Code of Federal Regulations 23 CFR Part 637. The vendor must be ISO/IEC 17025 accredited at time of bid opening. Deliverables include a statement of ASTM E74 calibration, verification of ISO/IEC 17025 accreditation, equipment identification with calibration results, identification of reference equipment used, measurement uncertainty data, and interpolation tables. The vendor is responsible for return shipping costs and may not subcontract.
The initial contract term is twenty-four months from the last dated signature, with a maximum total term not to exceed ten years including renewals or extensions. No federal funding is involved. The contract amount will be determined by vendor pricing submitted through the BidBuy Purchase Order; pricing is estimated at this stage. Vendors awarded contracts of $1,000 or more must pay a $15 fee to support the Minority Contractor Initiative, deducted from the first payment. The State retains termination rights for cause with immediate notice, for convenience with thirty days' prior written notice, or without penalty if appropriated funds become unavailable. Vendors must maintain general commercial liability insurance of $1,000,000 per occurrence with $2,000,000 annual aggregate, auto liability of $1,000,000 per occurrence, and workers' compensation insurance as required by law. Payment will be made in accordance with the State Prompt Payment Act and rules (30 ILCS 540; 74 Ill. Adm. Code 900).
