About this opportunity
The Commonwealth of Kentucky Department of Corrections is requesting bids for cattle feed to supply KCI Farms, with bids due July 17, 2026 at 1:30 PM ET and written questions due July 9, 2026 by 10:00 AM ET. Kentucky resident bidders receive reciprocal preference equal to the preference given by their home state, and qualified bidders including Kentucky Correctional Industries receive additional preferences of 20 percent and 15 percent respectively of maximum points.
The scope covers loose, unbagged cattle feed delivered via feed truck to two locations: Roederer Complex in La Grange, Kentucky (estimated 50 tons annually) and Northpoint Training Center in Danville, Kentucky (estimated 15 tons annually). Total annual requirement is approximately 65 tons, delivered in approximately 12-ton shipments placed four times yearly, though frequency may vary. Feed specification calls for 14% crude protein pelleted feed designed to supplement cattle on pasture or hay, with rumensin for feeder calves from weaning until market. Pricing must be quoted FOB Destination Freight Prepaid and Allowed, inclusive of all shipping and delivery charges. Prices remain firm for the first twelve months; price increases after twelve months require thirty days' notice with supporting documentation and are subject to written approval; price decreases must be reported immediately.
The initial contract period is one year from award, with optional renewal for four additional two-year periods subject to written approval and potential renegotiation. Evaluation uses best value methodology with 90 points allocated to price and 10 points to delivery time; the lowest-priced bidder receives maximum price points, with other bids scored proportionally. Bidders must pre-register in the Vendor Self Service System at least 24 to 48 hours before submission and submit bids electronically through the Commonwealth eProcurement system; paper bids are not acceptable. All bidders must comply with Kentucky tax registration, nondiscrimination requirements, and carry Commercial General Liability insurance with a minimum $1,000,000 per occurrence. Required affidavits include campaign finance compliance, resident bidder status, and qualified bidder status certifications, each notarized.
