About this opportunity
The Catonsville District Court is soliciting bids for snow removal services at its Multi-Service Center located at 1 Rolling Crossroads, Catonsville, Maryland, for a three-year term from November 15, 2026 through April 30, 2029, with proposals due November 8, 2026. A mandatory site visit is required to clarify contract requirements.
Bidders must demonstrate three years of prior experience providing comparable snow removal services. The scope requires comprehensive snow and ice removal from all parking areas and roadways, with the contractor furnishing all equipment, operators, insurance, fuel, maintenance, and materials including sand and salt. Required equipment includes one four-wheel-drive vehicle with mounted snow plow and salt spreader, one front-end loader for snow disposal, and one dump truck equipped with a salt spreader; track vehicles are prohibited. The contractor must respond to removal requests within two hours of notification and provide 24/7 contact information for two supervisory personnel.
Compensation is structured as an hourly rate for each piece of equipment, with payment only for verified hours of actual equipment operation as recorded by site security or the Maintenance Supervisor. Base bid pricing requires separate hourly rates for the four-wheel-drive vehicle, dump truck, front-end loader, and snow blower/shoveling services. Three alternates are available: cost per 100-pound bagged chemicals, cost per ton of chemicals, and hourly rate for additional manpower with contractor-supplied snow blower. Award will be given to the responsive and responsible bidder submitting the lowest combined base bid hourly rates.
The contractor bears full responsibility for any damage to state or private property resulting from snow removal operations and must secure independent dumping sites and necessary local jurisdiction approvals for pushing snow on access roads. Invoices must be submitted within 30 days of service completion to the Maryland Department of General Services Accounts Payable division. Maryland law governs contract interpretation and enforcement. The State retains the right to terminate for convenience without cause, with reimbursement limited to reasonable costs incurred and termination costs, excluding anticipatory profits.
