About this file

This detailed specification document outlines snow removal service requirements for the Catonsville District Court/Multi-Service Center, managed by the Maryland Department of General Services. The contractor must provide comprehensive snow and ice removal from all parking areas and roadways at 1 Rolling Crossroads, Catonsville, Maryland 21228, for a three-year term beginning November 15, 2026 and concluding April 30, 2029. The contractor must furnish all necessary equipment, operators, insurance, fuel, maintenance, and materials including sand and salt. Bidders are required to have three years of prior experience providing comparable snow removal services and must attend an established site visit to clarify contract requirements. The contract specifies required equipment including one four-wheel drive vehicle with mounted snow plow and salt spreader, one front-end loader for snow disposal, and one dump truck equipped with a salt spreader. Equipment must be mounted on rubber tires; track vehicles are prohibited. The contractor must respond to removal requests within two hours of notification and must provide 24/7 contact information for two supervisory personnel.

Compensation is based on an hourly rate for each piece of equipment specified, with payment only for verified hours of actual equipment operation as recorded by site security or the Maintenance Supervisor. The contractor must submit invoices within 30 days of service completion to the Department of General Services Accounts Payable division, including federal tax identification numbers. Base bid pricing requires separate hourly rates for the four-wheel drive vehicle, dump truck, front-end loader, and snow blower/shoveling services. Three alternates are available on an as-needed basis: cost per 100-pound bagged chemicals, cost per ton of chemicals, and hourly rate for additional manpower with contractor-supplied snow blower. The contractor bears full responsibility for any damage to state or private property resulting from snow removal operations and must secure independent dumping sites and necessary local jurisdiction approvals for pushing snow on access roads. Award will be given to the responsive and responsible bidder submitting the lowest combined base bid hourly rates.
