About this opportunity
The Metropolitan Water District of Salt Lake & Sandy (Metro Water) is seeking qualified chemical suppliers through an Invitation for Bid (IFB) for cationic polymer to supply two water treatment plants in Utah. The procurement covers a one-year term from February 1, 2026, through January 31, 2027, with the Little Cottonwood Water Treatment Plant requiring an estimated 230,000 pounds annually and the Point of the Mountain Water Treatment Plant requiring approximately 45,000 pounds annually. Bidders must submit pricing for both tanker loads and tote containers on a per-pound basis, with all associated costs including materials, labor, transportation, and delivery. The cationic polymer must comply with American Water Works Association (AWWA) Standards, National Sanitation Foundation (NSF)/American National Standards Institute (ANSI) 60 Standard, and AWWA B451 standards for poly(diallyldimethylammonium chloride). Bids must be submitted through Utah Public Procurement Place (U3P) by 10:30 a.m. on Tuesday, January 20, 2026, with the contract to be awarded to the lowest responsible and responsive bidder.
Required bid documentation includes a completed Schedule of Fees, a recent certificate of analysis demonstrating compliance with cationic polymer specifications, NSF/ANSI 60 certification, AWWA B451 compliance documentation, and a description of raw material sourcing and manufacturing processes. Suppliers must maintain general liability insurance with a $2,000,000 per occurrence limit and $3,000,000 general aggregate, automobile liability insurance with $2,000,000 per occurrence coverage, and workers' compensation at statutory limits, with Metro Water named as an additional insured. There are no specific set-aside designations or restrictions on responding organizations mentioned in the procurement documents. Metro Water reserves the right to reject any or all bids and may cancel the agreement for any reason with thirty days' notice or for cause with three days to cure after written notice. While the exact award value is not specified, the procurement suggests an annual volume of approximately 275,000 pounds of cationic polymer, with pricing to remain fixed for the entire contract term.
