About this opportunity

The Pueblo West Metropolitan District is soliciting competitive bids for the Cashmere Sapinero Looping Waterline project (IFB-2023-W-004), a municipal infrastructure improvement initiative located in Pueblo County and Pueblo City, Colorado. The procurement involves constructing approximately 1,100 linear feet of new potable water infrastructure, specifically including 285 linear feet of 6-inch C900 PVC waterline on Sapinero Drive and 815 linear feet of 6-inch C900 PVC waterline on Cashmere Avenue north of East Loma Drive. Project deliverables include demolition and abandonment of existing 6-inch asbestos cement waterline, removal of service meters and fire hydrants, installation of four 45-degree bends, and comprehensive site work involving erosion control, earthwork, road cutting, and repaving. A mandatory pre-bid meeting is scheduled for June 6, 2023, at 10:00 a.m. MT, with electronic bids due on June 22, 2023, at 2:00 p.m. MT. The contract duration is set at 120 calendar days, with liquidated damages of $300 per working day for late completion, and bidders are required to submit a 5% bid bond.

The procurement encourages participation from minority, small, disadvantaged, and women-owned enterprises, providing opportunities for diverse contractors. Bidders must be prepared to provide a performance bond, labor and materials payment bond, and appropriate insurance certificates. The project will be entirely funded by the Pueblo West Metropolitan District, with contractors expected to include applicable local sales taxes in their proposals. A geotechnical report indicates subsurface conditions involving existing fill, native clayey sand, and claystone bedrock, which will require careful excavation and adherence to specific pipe bedding and backfilling techniques. Additional project specifications include tax exemption status for the Pueblo West Metropolitan District, requirements for pressure testing, and mandatory water sourcing through a rented hydrant meter from the Pueblo West Water Department. While no specific budget range was explicitly stated, the comprehensive infrastructure nature of the project suggests a substantial municipal investment in water system improvements.
