About this opportunity

The Maine Department of Administrative and Financial Services, Division of Procurement Services, is requesting quotations for a new cash register system to be installed at the Department of Inland Fisheries and Wildlife headquarters in Augusta, Maine, with quotations due February 6, 2019 at 4:00 p.m. Eastern Standard Time. The State reserves the right to apply a price reduction of up to 10 percent based on Maine business investment and economic impact, calculated from W-2 data showing Maine employment percentages and economic contributions.

The scope includes four touch-screen cash registers, each with two cash drawers and capacity to program up to 400 items and prices, equipped with receipt printers and PCI-compliant credit card readers capable of reading chipped cards. The system must support split-tender transactions and include back-office software with individual user logins, multi-level authority access, and comprehensive financial reporting by user, day, and payment type. Quotations must include initial programming, installation, training, a minimum one-year warranty on all hardware, free software upgrades for at least one year, and system support and maintenance for at least one year.

Evaluation will be conducted on a best-value basis, considering product conformity to specifications, delivery timeframes, and lowest price among compliant bidders. The State reserves the right to decline award to the lowest bidder if documented poor performance or prior contract termination exists within five years. No best and final offer process will be conducted. Payment terms are net 30 days upon receipt of accurate invoices, with payment available by check, electronic funds transfer, or procurement card.

Bidders must submit responses through the State of Maine's AdvantageME Vendor Self Service electronic procurement system and include the Bid Cover Page, Debarment Form, and Maine Business and Economic Impact Consideration Form.
