About this opportunity

This state and local contracting opportunity is for the continued development and support of two case management applications, one for the Adjudication of Disputes program (ALJ) and one for the Judges of Compensation Claims (JCC) program, within the Florida Division of Administrative Hearings (DOAH). The project also includes several web-based applications that allow for electronic filing and service of case-related documents. The current applications are written in VB.Net and include functionality such as scheduling, docketing, automated document generation, and reporting. The deliverables consist of a complete rewrite of the ALJ case management application, updates to the ALJ and JCC web applications, onsite end-user support, and assistance with database administration activities. The databases supporting these applications must be available 24/7 and serve over 11,000 registered JCC users and 15,000 registered ALJ users. The contract is intended to be awarded as a single-source procurement to VI Systems, Inc., the original developer of the case management software, for the period of July 1, 2023 through June 30, 2026 with an estimated value of $622,125.

DOAH has justified the single-source award to VI Systems based on the company's extensive institutional knowledge and understanding of the Division's unique case handling processes, as well as their ability to efficiently modify the mission-critical software to meet the evolving needs of the Division and the public. There are no set-aside designations or restrictions on the types of organizations that can respond, and the opportunity is not limited to disadvantaged enterprises. VI Systems is the incumbent vendor, and the existing infrastructure and technology must be integrated into the proposed solutions.

The internal case management applications are currently written in VB.Net. Functionality includes scheduling, docketing, automated document generation, submission of statistical and accounting data (hours in hearing, hours in travel, etc.), and generation of management reports. Currently, there are over 11,000 registered web-based users for the JCC database and over 15,000 registered users for the ALJ database. Both databases must stay up-and-running 24 hours a day, seven days a week. Deliverables for these applications include but are not limited to: complete rewrite of ALJ's Case Management Application; updates to the ALJ web-based application due to the rewrite; updates to JCC's web-application for scheduling Out-of-Office and the Mediator assignment process; onsite end-user support for internal and web-based applications; and assisting Division staff with database administration activities.
