About this file

This document is a Description of Intended Single Source Purchase (PUR 7776) from the Division of Administrative Hearings (DOAH) in the state of Florida. The project consists of two similar case management applications for the Adjudication of Disputes program (ALJ) and the Judges of Compensation Claims (JCC) program, along with several web-based applications for electronic filing and service of case-related documents. The applications are currently written in VB.Net and include functionality for scheduling, docketing, document generation, and reporting. The databases supporting these applications must be available 24/7 and serve over 11,000 registered JCC users and 15,000 registered ALJ users. The deliverables include a complete rewrite of the ALJ case management application, updates to the ALJ and JCC web applications, onsite end-user support, and database administration assistance. DOAH intends to award this single-source contract to VI Systems, Inc., the original developer of the case management software, from July 1, 2023 through June 30, 2026 for an estimated $622,125. DOAH justifies the single-source award based on VI Systems' extensive institutional knowledge and understanding of the Division's unique case handling processes, as well as their ability to efficiently modify the mission-critical software to meet the evolving needs of the Division and the public.

Also included are the several web-based applications, and web-based applications that allow for electronic filing of case related documents and electronic service of judges' orders and incoming efiled pleadings, both of which perform immediate updates to production SQL databases, the Agency Indexed Documents program, which is developed by DOAH to provide document indexing services to other State of Florida agencies, and the storage and indexing of Emergency Orders issued by state agencies per SB 2006 (2021). The internal case management applications are currently written in VB.Net. Currently, there are over 11,000 registered web-based users for the JCC database and over 15,000 registered users for the ALJ database. Both databases must stay up-and-running 24 hours a day, seven days a week.
