The City of Cascade Locks, Oregon is requesting proposals for design-build services on a solar photovoltaic system with battery energy storage and microgrid controls at Cascade Locks Fire Station, with proposals due October 1, 2026 at 5:00 p.m. Oregon prevailing wage requirements apply.

The scope requires a minimum 64 kW DC (51 kW AC) solar PV system, a 125 kW / 110 kWh battery energy storage system, microgrid controls with automatic islanding capability, electrical infrastructure upgrades, and interconnection with Cascade Locks City Light. The contractor must be registered with the Oregon Construction Contractors Board, comply with all state and local codes including the 2025 Oregon Structural Specialty Code, develop an operations and maintenance manual, and provide training to City and fire department staff. Required warranties include a minimum five-year workmanship guarantee, 25-year power guarantee for solar panels, and 10-year inverter warranty.

The anticipated project budget ranges from $612,000 to $654,000 as a firm fixed price for complete design-build services. Funding includes City authorization and grant funding from the Oregon Department of Energy. Payment is structured in three milestones: up to 30% upon contract execution and project initiation; up to 30% upon procurement of major components and receipt of construction permits; and the remaining balance upon final completion, testing, commissioning, and closeout. The contractor must file a $30,000 public works bond and maintain performance and payment bonds equal to 100% of the contract value.

Construction must begin before April 3, 2027 and be completed by April 3, 2028, with substantial completion required by February 3, 2028. An optional site visit is scheduled for September 16, 2026. Questions are due September 21, 2026. Contract negotiation is anticipated for October 19–21, 2026, with award on October 26, 2026 and a tentative kickoff meeting November 2–5, 2026.
