About this opportunity

The State of Nevada, Office of the Military, is soliciting competitive bids for as-needed concrete repair services at the Battle Born Youth Challenge facility located in Carlin, Nevada. The scope of work encompasses a comprehensive range of concrete-related services including foundation work, sidewalks, driveways, curbs, decorative concrete installations, pouring and finishing concrete, removal and replacement of existing surfaces, repairs for settling and cracking, decorative work including stamping and staining, and related maintenance. The contractor must provide all necessary labor, supervision, materials, equipment, tools, transportation, and incidentals, with services available on a one-time, quarterly, semi-annual, or annual basis. Qualified bidders must possess a current Nevada Business License and Nevada Contractor's License (if applicable), provide proof of commercial general liability, commercial auto, and workers' compensation insurance with minimum limits of $1,000,000 general aggregate and $1,000,000 each occurrence, and maintain additional insured endorsements naming the State of Nevada. All work must be performed Monday through Friday, 7:00 AM to 5:00 PM, on a secure military base subject to background checks via the NVARNG Personal Security Questionnaire. The bid was released on April 6, 2026, with proposals due by April 17, 2026, and the contract period extends from board approval through June 30, 2027. Site visits must be scheduled with the regional Point of Contact (Val Esplin, 775-388-7065) no less than two working days in advance, and bidders must submit pricing using one of three methods: a price list for multi-year services (preferred), flat rate or project quotes, or time and materials with a Not to Exceed amount, including separate hourly rates for regular hours, after-hours, weekends, and holidays.

The solicitation documents do not identify any specific set-aside designations, disadvantaged enterprise requirements, or restrictions limiting eligible respondents to particular types of organizations. No incumbent vendors or current contractors are listed in the available procurement documents. The invitation to bid does not specify an estimated award value or budget range; however, contractors should note that all work includes a one-year warranty on workmanship and materials from the substantially completed date, with payment made within 30 days of invoice receipt following approval by the Clerk of the Board or Board of Examiners. Bidders must register with both the Nevada State Controller's Office for electronic funds transfer and with NevadaEPRO to submit proposals, and the award is contingent on state and/or federal funding availability. The contractor will be responsible for all site cleanup, material disposal, and comprehensive documentation of completed work.
