About this opportunity
The State of California, Department of Developmental Services, is seeking qualified cardiology service providers through an Invitation for Bid (IFB) to deliver on-site cardiology services to Porterville Developmental Center (PDC) residents from July 1, 2026, through June 30, 2027. The contractor must be a duly licensed Cardiology Specialist authorized to practice in California under Business and Professions Code 1345 with demonstrated expertise in serving individuals with developmental disabilities and a minimum of three years of experience working with this specialized population. The scope of work includes providing up to 18 cardiology clinics during the contract term, with each clinic consisting of hands-on patient care and only one clinic billable per calendar day regardless of duration or number of individuals served. Deliverables include comprehensive consultation reports with examination summaries, lab results, diagnoses, and treatment recommendations, as well as detailed clinical procedure reports documenting chart reviews, physical examinations, specific procedures performed, results, prognosis, and follow-up recommendations including echocardiogram interpretations. The contractor must maintain active malpractice insurance of no less than $1,000,000 per occurrence and $3,000,000 in aggregate, complete background clearance including fingerprinting and health examinations within ninety days of service commencement, and comply with all HIPAA requirements including designation of Privacy and Security Officers and implementation of comprehensive safeguards for protected health information. Bidders must submit sealed proposals by April 17, 2026, at 10:00 AM PDT with bid opening at 10:30 AM the same day; written questions must be submitted by April 6, 2026, at 3:00 PM PDT with responses provided by April 9, 2026, at 4:00 PM PDT. Award will be made to the lowest responsive responsible bidder, with the Notice of Intent to Award scheduled for April 22, 2026, and the contract includes an optional one-year renewal extension at the same rates proposed by the contractor.
The State has waived mandatory Disabled Veteran Business Enterprise (DVBE) participation requirements but offers DVBE incentives ranging from one to five percent depending on participation levels. A five percent preference is available for certified California Small Businesses, Microbusinesses, or Non-Small Businesses that commit to subcontracting at least 25 percent of the bid amount to small businesses. All bidders must submit current cardiology licenses, proof of current malpractice insurance, a Bid/Bidder Certification Sheet, a Cost Sheet, and three bidder references with their proposals. Staffing agencies must have qualified personnel in place at the time of bid submission with copies of candidate licenses included. Payment will be made in arrears at a specified rate per full clinic performed in a manner acceptable to the State, with the contractor understanding that payment constitutes full compensation and may not bill third-party payers for additional reimbursement; all federal, state, and local taxes payable by the contractor must be included in the bid amount. The specific budget amount and per-clinic rate have not been disclosed in the available procurement documents, and the State reserves the right to cancel the agreement with no liability if the Budget Act does not appropriate sufficient funds.
