About this opportunity
The City of Scranton, located in Lackawanna County, Pennsylvania, is seeking sealed bids for the Capouse Park Splash Pad Installation project through its e-Procurement Portal. The procurement specifically requires a Vortex-certified installer to complete a comprehensive splash pad installation, with the city having already purchased the splash pad components from Vortex USA, Inc. The project involves multiple technical deliverables including transportation of equipment from Weston Field House to Capouse Park, complete installation of water supply piping, drains, electrical wiring, control components, filtration and disinfection equipment, and associated concrete work. Bid submissions are due by 10:00 am on Monday, April 14, 2025, with all technical questions and clarification requests required to be submitted via the portal's Q&A function by 9:54 am on Wednesday, April 9, 2025. A non-mandatory pre-proposal meeting is scheduled for April 2, 2025, at 11:00 am at the park site. Bidders must register on the city's e-Procurement Portal and follow the project to receive addenda notifications and be eligible to submit a bid. Contractors must demonstrate a minimum of 5 years of experience under their current business name and maintain valid contractor licensing in the City of Scranton.
The project appears to be funded through the American Rescue Plan Act (ARPA), which introduces specific federal compliance requirements including Davis-Bacon Act wage standards and equal opportunity provisions. While no specific set-aside designations for disadvantaged enterprises are explicitly mentioned, the bid documents require comprehensive documentation including insurance certificates, affirmative action certifications, and non-collusion affidavits. Bidders must provide a 5% bid bond, and if awarded, will be required to furnish 100% performance and payment bonds. The project involves installing a 445m2 spray area with 25 different water play elements, including features like Luna Cannon, Helio, Spraylink Jet, and Butterfly installations, with a total flow rate of 268.5 GPM. The substantial completion deadline is set for the end of September 2025, with potential liquidated damages of $200 per day for delays. The contract will be awarded to the lowest responsible bidder, with liquidated damages provisions to ensure timely completion. While a specific budget range is not explicitly stated, the comprehensive nature of the project suggests a significant municipal infrastructure investment.
