About this file
This document is a comprehensive set of bidding specifications and contract documents for the City of Scranton's Capouse Avenue Park Splash Pad Installation project in Scranton, Pennsylvania. The project involves installing a splash pad at Capouse Avenue Park, with work including finish grading, installation of splash pad fixtures, plumbing, wiring, mechanical room equipment, utility connections, and concrete surface placement. Bids will be received online via the City's e-Procurement Portal until 10:00 am on Monday, April 14, 2025, with a bid opening immediately following. A pre-bid conference and site visit details are not explicitly specified. The project is expected to be completed by the end of September 2025, with potential liquidated damages of $200 per day for delays.
The City has already purchased the splash pad components from Vortex USA, Inc. and requires a Vortex-certified installer to complete the project. The bidding process requires contractors to submit various forms including a bid bond (10% of bid amount), contractor information, qualifications statement, and compliance documents. The total project will be awarded to the lowest responsible bidder, with the contractor responsible for providing performance, payment, and maintenance bonds. Funding sources are not explicitly detailed in the document. The estimated budget and specific funding mechanism are not specified, though the project appears to be a municipal infrastructure improvement initiative. Contractors must comply with prevailing wage rates, local regulations, and provide comprehensive insurance and safety documentation.
