About this opportunity
The Commonwealth of Kentucky Finance and Administration Cabinet, on behalf of the Kentucky Public Pensions Authority, issued Request for Bid (RFB) 758 2300000173 on September 15, 2022, for the procurement of Canon Scanners with a closing date of September 26, 2022, at 1:30 PM ET. The solicitation seeks three Canon imageFORMUES DR-G2140 Sheetfed Scanners, each equipped with 600 dpi optical resolution, 24-bit color, 8-bit grayscale capabilities, and processing speeds of 140 pages per minute in both mono and color modes with duplex scanning functionality; all units must include USB connectivity, maintain Trade Agreements Act (TAA) compliance, and include 12 months of support, with no substitutions permitted. Vendors must submit questions in writing by September 19, 2022, at 10:00 AM ET, and all bids must be submitted electronically through the Commonwealth's eProcurement system with vendor registration required at least 24 to 48 hours prior to submission. The award will be based on a Best Value evaluation method with price weighted at 90 points and delivery weighted at 10 points, with the lowest-priced bid receiving maximum points and delivery time stated in specific working days after receipt of order (ARO), subject to a one percent per day deduction from invoices for late delivery. Equipment must be new, current model year, in first-class condition with instruction and operating manuals provided, and pricing must be quoted F.O.B. Destination Freight Prepaid and Allowed, exclusive of federal excise tax and Kentucky sales or use tax. Prospective bidders must allow sufficient time for electronic submission before the deadline, as delays due to technical difficulties will not justify acceptance of late bids.
Reciprocal preferences apply for Kentucky resident bidders, and qualified bidders including Kentucky Correctional Industries, Kentucky Industries for the Blind, and qualified nonprofit agencies for individuals with severe disabilities receive preferential scoring under the Commonwealth's procurement regulations. Prior to award, bidders must submit Revenue Form 10A100 (Kentucky Tax Registration Application), certificates of authority for foreign entities, required affidavits, and Equal Employment Opportunity (EEO) forms if applicable, with additional certification required for entities claiming resident bidder status or qualified bidder status per 200 KAR 5:410(3). The contract is governed by Kentucky law with any legal actions to be brought in Franklin Circuit Court, Franklin County, Kentucky, and the Commonwealth reserves the right to cancel the solicitation if responses exceed available funding. Equipment will be shipped to and billed to the Kentucky Public Pensions Authority located at 1260 Louisville Road, Frankfort, Kentucky 40601. The solicitation documents do not specify unit pricing or total contract amounts, though the specific quantities and equipment requirements suggest a relatively modest procurement; inquiries regarding the solicitation should be directed to Kyle Collins at 502-564-6521.
