About this opportunity

The City of Philadelphia is soliciting quotes for canine safety kits under a micro purchase with a submission deadline of June 30, 2026 and a requirements period of July 1, 2026 through June 30, 2028. The procurement is subject to a micro-purchase ceiling of $43,000 (adjusted annually by CPI-U). Vendors must quote all items to be eligible for award; the City will make an award as a whole or by line item, whichever serves its best interest, to the lowest responsive and responsible bidder.

Submission occurs through PHLContracts, the City's eProcurement platform. Vendors must have an executed Consent & Authorization Agreement on file in their vendor profile prior to quote closing. All quotes must be submitted electronically and remain valid for 60 days from submission or throughout the contract term for requirements contracts. Vendors must designate a Seller Administrator and ensure only authorized individuals create accounts; signature requirements vary by business entity type — corporations require signatures from President or Vice President paired with Secretary or Treasurer; limited liability companies, partnerships, and sole proprietorships require signatures from partners, owners, or other duly authorized signers.

Required insurance includes workers' compensation at statutory limits, general liability of at least $500,000 per occurrence, and automobile liability of $300,000 per occurrence. All prices must be quoted net and exclusive of taxes, as the City is exempt from federal excise, transportation, and Pennsylvania sales and use taxes. Payment is made via electronic deposit to the awarded entity's designated bank account.

Vendors must comply with nondiscrimination provisions, ethics requirements, and tax indebtedness certifications. An optional LGBTQ Applicant Data Form is available to vendors seeking NGLCC or Independence Business Alliance certification or other diversity certifications (MBE, WBE, DSBE, disability). Vendors must not deliver or provide services until notified by the department.
